Milestone Two

Establishment of the Workforce Sub Group within the Sandwell Mental Health organisational structure and Governance arrangements.

  • Our main mental health NHS provider was Sandwell Mental Health Social Care Trust. The Human Resource Director there agreed to chair a sub-group to the Local Implementation Team and provide the strategic Human Resource need required from the National Health Service.
  • The Vice Chairman was the Primary Care Trust Commissioning Workforce Lead whose role was to provide the strategic lead across social care and the voluntary and independent sector and develop performance-monitoring procedures across the whole sector.
  • Membership to consist of Human Resource leads from Social Inclusion and Health, workforce leads from the voluntary and independent sector, IT and analysis lead.

The group developed Terms of Reference.

  • To be accountable to the Local Implementation Team
  • To provide direction to the whole economy and assist the modernisation of services.
  • To ensure the whole economy understand the workforce agenda and there are joined up transparent processes.
  • Develop and lead on strategy and set time scales and monitor progress.
  • To monitor workforce data and ensure delivery of that data.
  • To remain in touch with current workforce trends and research.
  • To ensure the governments agenda for modernisation is adhered to and share evidenced based learning and best practice across the economy.
  • To share minutes, learning and feedback from other workforce groups in both Health and Social Care.
  • Workforce was placed on the Local Implementation Team agenda as a regular item
  • The Workforce and Development Steering Group will meet quarterly. Their role will be to performance manage the process, resource allocation, ensure delivery, conflict resolution/exception reporting and enable decision making across the sector
