Easy we responded. We have a Functionalised Service Model based on the Policy Implementation Guidance plus an accommodation and voluntary sector. How wrong we were we held an event for the independent sector and explained what we were doing.

The stakeholder days quickly revealed that commissioning had only picked up the main providers and that the service provision map was vastly more complicated than at first thought. Small independent providers of social care and many self help groups that had previously not been recognised were identified and had needs in terms of support, resources and training.
